Equality operator for shared pointers to encoding parameters: two null pointers are equal, a null and a non-null pointer are not, and two non-null pointers compare the parameters they point to.

Parameters

o1 – the first encoding parameters
o2 – the second encoding parameters

Returns

true if both are null or both point to equal parameters
